02 Purpose
The Grant County Strategic Visioning Plan was developed to guide the county’s development over the next decade by integrating the aspirations and priorities of its citizens alongside those of formal leadership. Facilitated by the Ball State Indiana Communities Institute (ICI), Creative Insight Community Development (CICD), and the Community Foundation of Grant County, the process emphasized inclusive engagement. Through a series of listening sessions, diverse stakeholders—including citizens, employees, business owners, youth, and retirees—provided input on key issues and opportunities unique to Grant County’s culture and context. Civitas Strategies supported this initiative by managing the RFP process, conducting research, and providing financial analysis and economic development advising, ensuring a comprehensive approach to creating a strategic vision for the county’s future.
03 Results
The resulting Strategic Visioning Plan reflects public sentiment and establishes a cohesive roadmap for Grant County’s development. Using data from the listening sessions, facilitators crafted a strategic vision statement and actionable objectives tailored to the community’s needs. These elements were refined through collaboration with stakeholders, including public “member checking” sessions to ensure accuracy and alignment with community priorities. The plan provides clear goals and recommendations to guide decision-making and foster sustainable growth. Through this effort, Grant County now possesses a robust strategy to support economic development, enhance quality of life, and create a thriving future for its residents.
