For Noblesville Downtown Streetscape Master Plan

02 Purpose
In 2018, the City of Noblesville partnered with Civitas Strategies, Context Design, Peterson Architecture, and Kimley Horn to create the Downtown Streetscape Master Plan, designed to guide the district’s transformation over the next 10–15 years. The plan aimed to balance historic preservation with bold, innovative enhancements while engaging the community to rediscover the unique assets of Noblesville. Key goals included expanding the Downtown District to incorporate Federal Hill Commons and the White River, improving walkability, providing outdoor business and dining spaces, enhancing alternative transportation options, and ensuring ample and well-located parking.
03 Results
The Downtown Streetscape Master Plan outlined 21 strategic projects with detailed implementation steps, focusing on enhancing Noblesville’s appeal as a destination to live, work, and visit. Recommendations included a parking garage to support businesses, gateways to define the district’s identity, and pedestrian-friendly walkways to improve accessibility. Extensive community engagement ensured the plan reflected public priorities and addressed concerns, with flexibility for future input as individual projects are executed.
