02 Purpose
Civitas Strategies, in collaboration with Context Design, developed the Downtown Revitalization Plan for Rockport, Indiana, to transform the city’s core into a vibrant, economically viable space that serves residents and visitors alike. The plan focuses on fostering multigenerational use, enhancing the aesthetics of historic buildings, and providing actionable strategies to improve infrastructure, support small business growth, promote tourism, and create engaging public spaces. Developed through public meetings and focus groups in early 2024, the plan integrates input from local residents, city officials, business owners, community partners, and South Spencer High School students to ensure it reflects the community’s diverse needs and aspirations.
03 Results
Funded by the “Downtown Revitalization Planning Grant” from the Indiana Office of Community and Rural Affairs (OCRA), the plan provides a clear roadmap for revitalizing Rockport’s downtown. Key initiatives include property acquisition for a community gathering space, improved connectivity to the Ohio River, and the establishment of a downtown overlay district to enhance the area’s appearance and vitality. With early implementation efforts already underway and ongoing community engagement, the plan positions Rockport for sustained economic growth and a more welcoming, vibrant downtown for generations to come.
